The research identified undesirable effects in the optimization model used in the method, specifically due to the free use of decision variables multiplying the σ and μ metrics, related to the standard deviation and mean of the net flows obtained in the simulations. An additional weighting constraint is proposed to mitigate these effects, limiting the influence of standard deviation in efficiency calculation. The numerical application with data from 180 countries and 12 criteria of the economic freedom index demonstrates the use of the proposed constraint, which was effective in adjusting the ranking positions of the alternatives and avoiding inconsistent results.
