Abstract

The number of platforms to be decommissioned has increased in recent years, and the complexity of carrying out the decommissioning process makes this activity a challenge. Thus, this article aims to apply the Value-Focused Thinking (VFT) approach to structure complex problems in the decommissioning of offshore platforms, considering the social, environmental, and health and safety impacts. The study applies a systematic approach to identify stakeholders' priority values and objectives, aiming at more effective decision-making. The research, which is applied in nature and qualitative in approach, uses VFT to map fundamental values, validate them with experts, and build a network of means-end objectives. The results highlight the hierarchy of objectives, such as minimizing social damage, preserving the marine ecosystem, and ensuring worker safety. The approach demonstrates potential to generate alternatives aligned with the needs of those involved, contributing to strategic decisions in the oil and gas sector.
