Abstract

This article presents a goal programming approach for the efficient allocation of financial resources from the National Fund for the Development of Education (FNDE) among its various programs. The proposal seeks to meet multiple objectives of the federal government, established in the National Education Plan (PNE), respecting budget constraints and criteria of equity and efficiency. The proposed model is comprehensive and can be adapted to various scenarios. Preliminary computational experiments with some government programs and some selected PNE goals, for which real data are available, are reported.
