Abstract
The evolution of air defense strategies and the complexity of combat scenarios, drive Capability-Based Planning (PBC) and the use of advanced simulations. To keep up with this evolution, the Brazilian Air Force (FAB) uses the Aerospace Simulation Environment (ASA) to improve its decisions. However, this tool does not cover all the complexity of the system involved. In this context, the Soft Systems Methodology (SSM), within the methods of Soft Operations Research, stands out for structuring the analysis and decision support in complex scenarios. This study explores the application of SSM in the acquisition of combat aircraft, reconciling diverse interests and supporting the FAB in a strategic analysis. The application made it possible to identify systems relevant to the decision, organizing variables in order to facilitate the dialogue between stakeholders and the proposition of actions.
