Abstract

One of the government's responsibilities is to choose urban projects for public investment in the areas of productive, social, educational, infrastructure, innovation, and environmental development. However, this issue is fraught with complexities and uncertainties. This work presents a multicriteria decision support system based on Picture Fuzzy Sets and the MABAC Methodology. The study took place in Fortaleza, with the aim of selecting and prioritizing urban projects that are most aligned with the population's demands and the guidelines of SUDENE, providing them with quality of life. This was done following predefined criteria that reflect local concerns and priorities, with weights calculated from the perspective of a project management specialist engineer. Thus, the hierarchy based on criteria was integrated with a sensitivity analysis using the entropy method, which aims to assist in more effective management aligned with the community's real demands, promoting significant improvements in urban quality of life.
