Aware of the adverse impact of deficient management and governance structures on the quality of services in Higher Education Institutions (HEIs) and considering the relevance of the characteristics of the councils in the adoption or not of specific administrative practices, this article aims to present a theoretical proposition to analyze the moderating effect of the performance of a Governance Committee and a governance body in the relationship between the characteristics of the superior councils in the different levels of governance in HEIs. The research is a theoretical essay, based on articles accessible in the SPELL, Scopus and CAPES Journals databases, and proposes to fill an important gap by focusing on the specific nuances of the higher councils, recognizing the centrality of these bodies in the governance structure, aiming to expand and deepen the understanding about the direct or indirect influence of the characteristics of the superior councils on the implementation and effectiveness of governance in these areas.
