The purpose of this article is to analyze the Solidarity Neighborhood Program of the Military Police of the State of São Paulo, which aims at primary prevention in public security through social participation. As a methodology, after analyzing federal and state legislation, administrative norms and statistical data from the Military Police of the State of São Paulo, the models of monitoring, evaluation and accountability of the program were described, seeking to identify improvements in the design and implementation. As a result, it was found the high potential of the program in the organization of social participation in public security and the need to improve the management of the program in terms of monitoring the implementation, evaluation of results and instruments to encourage the participation of the actors involved.
