Abstract

Managing metropolitan regions (MRs) requires the creation of a dynamic that enables the articulation between federated entities. Cooperation and coordination are essential to achieve the formulation and implementation of public policies in MRs. In this context, the Statute of the Metropolis (MS) was enacted, which determined the promotion of integrated actions among subnational units to carry out planning and management. The article aims to understand the advances and obstacles to cooperation and coordination in metropolitan management from the MS, having as cases of analysis the MRs of Greater Vitória and Natal. Bibliographic and documentary research and interviews with local actors were carried out. Progress was made in terms of the rules to achieve coordination and cooperation from the MS. However, there are still obstacles regarding the ability of metropolitan municipalities to participate in the financing of public policies of common interest.
