In the regulatory context, trust influences the consent of administrative decisions and actions, confers legitimacy and positively impacts compliance on the part of regulated parties. The article aims to analyze the influence of good regulatory practices, particularly the Regulatory Impact Analysis (RIA), on building trust. Interviews were conducted with employees of the National Waterway Transportation Agency (ANTAQ) and representatives of associations in the regulated sector. The results show that trust plays a central role in promoting regulatory improvement. Among its dimensions, technical competence in the application of RIA is essential to establish institutional trust. In the perception of the regulated sector, the benevolence and integrity dimension form one dimension. Interpersonal trust is a crucial factor in the effective implementation of RIA. Limitations of this article include analysis restricted to a regulatory agency. Studies in other contexts are recommended, in addition to exploring the relationship of interpersonal trust in the regulatory process.
