Governments have faced complex challenges and instituted innovation teams or structures to mobilize ecosystems oriented to the delivery of public value and social impact in solving problems. Often formalized as Innovation Labs in the Public Sector, LISPs promote innovation culture and capabilities, identify and execute projects or initiatives that support governments' role as innovation hubs. However, there are gaps in the literature on LISPs management practices. This work carried out bibliometrics and content analysis in scientific articles and institutional documents proposing a Model of Management Practices of LISPs, organizing 631 practices in the dimensions of Governance and Strategy, Transformative Leadership, Team Management, Process Management, Technology Management, Project Management and Indicator Management. The model contributes to the public administration literature with guidelines for the conception, structuring, management and governance of initiatives, projects or environments that promote innovation in the public sector.
