Abstract

This technical report describes the implementation of the Annual Public Procurement Plan in the state of Rio Grande do Sul. Its justification stems from the fact that the state's public administration faces a lot of problems resulting from a lack of planning in the phases of the public procurement process, such as low effectiveness in purchases by Price Registration Acts and a few lacks of competitors. As a result of the application of the APC, it is expected that there will be an improvement in procurement effectiveness indicators, savings in resources and efficiency in the execution of public projects, based on good adherence on the part of the sectoral procurement units. Finally, specific adjustments to form and procedure are recommended, given that the experience presented here details the critical aspects essential to the adoption of the APC tool in public organizations and entities.
