Abstract

The present work aims to analyze how the implementation of the public policy of governance by process occurred in the executive branch of the Government of the State of Santa Catarina. To achieve this goal, we conducted a survey of legislation and regulations relevant to public policy; we describe the BPM methodology developed by the Office of Process Management - Eproc; identify the actors involved in the implementation of process-based governance; and we analyze the roles played by the identified actors and their discretion. This work is the result of an initial descriptive research, which has a predominantly qualitative approach. The research was carried out through the triangulation of participant observation, semi-structured interviews and documentary research. Among the main results are the description, followed by an analysis of the implementation of the respective public policy.
