Social participation in the construction of public policies is an important concern for the Public Administration, especially when it starts to use more digital models. Currently, various digital initiatives are emerging, which can be from the provision of services and provision of information, means of deliberation and consultation with citizens, to the creation of advanced technological spaces, capable of collecting political contributions from citizens. This work, based on a metric created to allow the identification of levels of citizen participation in digital initiatives created in Brazilian municipalities, presents an overview of the degree of social participation in these initiatives. Thus, it was noticed that there are several initiatives underway, but the vast majority of them only for the delivery of services, in which there is no citizen participation or informational level, with low permeability of effective citizen participation, demonstrating that there is still much to be done to improve this scenario.
