Abstract

This study proposes the combination of Data Envelopment Analysis (DEA) and Soft Systems Methodology (SSM) to evaluate the efficiency of the federative units of Brazil and organize the institutional problems of the National Liver Transplant System. First, SSM will be used to map dynamics, limitations, and perspectives that define the complexity of the system, then DEA will measure efficiency, identifying benchmarks and good practices. Data will be extracted from the Brazilian Transplant Registry and the SUS Hospital Information System (SIH/SUS). It is expected that the integration of the methodologies will enable a more solid and contextual choice of the variables to be used in the efficiency analysis, improving the correspondence of the results with reality and reinforcing the suggestions for improving liver transplants in the country.
