Abstract

With rapid population growth, municipalities face challenges in balancing capacities and responsibilities. Municipalities need to evaluate their performance to identify areas of strength and opportunities for improvement. Multicriteria Decision-Making methods contribute to this. This study analyzes the Integrated Performance of municipalities in the Associação de Municípios do Vale Europeu (AMVE), comparing the ADRIANA and TOPSIS multicriteria methods. Secondary data from 42 indicators (2018-2022) were used, summarized into 10 dimensions and 3 constructs. The results revealed significant consistency between the methods, particularly in the rankings of the best-performing municipalities. Kendall's correlation (τ = 0.818) indicated general agreement between the overall Integrated Performance rankings. Variations in the construct rankings were attenuated in the Integrated Performance analysis, demonstrating the importance of multidimensional assessment. The study provides empirical evidence on the application of the methods to identify performance patterns and inform effective public policies.
