Abstract

This article proposes a systematized approach for selecting a regional project portfolio related to the equipping, re-equipping, and maintenance of Brazilian Navy assets in the Western Amazon, aligned with the Organizational Strategic Planning of the 9th Naval District Command (Com9ºDN). The approach is based on the Project Management Institute's Portfolio Management methodology, combined with the Analytic Hierarchy Process (AHP), enabling the identification, categorization, and prioritization of strategic initiatives aligned with regional challenges such as environmental crimes, indigenous health, and riverine logistics. The model provides an objective and transparent tool for efficient resource allocation, enhancing the Navy’s institutional action in support of security and sustainable development in the region.
