Fifteen projects were analyzed based on four criteria and a financial resource constraint, using the non-compensatory rationality method c-optimal PROMETHEE, which is suitable for this type of problem and capable of identifying the truly optimal portfolio. The recommended portfolio, composed of nine projects, proved to be promising and consistent with the decision maker's objectives.
