Abstract

Deciding to outsource services to oil and gas companies involves balancing economic efficiency and rigorous risk management in environments of high operational criticality and strong regulatory pressure. Despite the relevance of the topic, there is a lack of integrated methods that combine qualitative and quantitative criteria in a transparent and auditable way. This article develops and applies a multicriteria decision support framework that integrates qualitative structuring (SSM/CATWOE and VFT), prioritization by influence (WINGS) and ranking by outranking (ELECTRE I, II and III). The results generate auditable rankings and highlight trade-offs between outsourcing models, contributing to more consistent decisions aligned with governance.
