Much progress has been made in ensuring health in the country, however, in 2019, Brazil still had approximately 20% of hospital admissions paid by SUS due to conditions sensitive to primary health care. The Federal Government's Saúde na Hora Program is launched to increase access to primary care and the management of the program is analyzed in this work, in particular, using the stratification of the expansion of the participating units and a budget estimate. The results indicate that evaluating the effectiveness at the municipal level, reinforcing stimuli to improve the quality of services, seeking to understand the target audience and creating inducers for the selection of locations most in need of increased access are possible improvements that would lead to an improvement in the implementation of the program.
