Abstract

The introduction of new management models at the Federal University of Santa Maria (UFSM) aimed to improve administrative efficiency, emphasizing results-oriented management practices, an assumption of the New Public Management (NPM). This study aims to evaluate the practices adopted for the restructuring of the administrative and academic secretariats of the teaching units, in line with decrees, federal laws and the Institutional Development Plan (PDI) of the institution. Using a questionnaire of the Survey type, it was sought to evaluate how the new organizational structure was conducted through the perception of the technical-administrative and teaching staff involved in the change process. Data were analyzed using descriptive statistical analysis and factor analysis. The results reveal varied perceptions of satisfaction among teachers and administrative technicians, indicating an implementation inconsistent with the initial assumptions planned. The study revealed that the implementation process was delegated to the teaching units without interference from the central management, thus generating several conflicts.
