Abstract

This article provides a succinct analysis of the concepts of public policies and their implications for the community. In contrast to the common perception that associates the implementation of public policies exclusively with social welfare issues, examples in the context of development are highlighted. Methodologically, the study adopts the Advocacy Coalition Framework (ACF). Within the broad scope of the theme, the research focuses on urban mobility, exploring the model applied by the Government of the Federal District as a case study. Within the theme of urban mobility, public transport is selected for a more detailed analysis, addressing aspects of state planning, environmental impact, budgetary/economic assessments, among others. The work considers the interests, beliefs and perspectives of the coalitions identified in the ACF method, observing the groups involved in the public policy of district public transport.
