Public housing is a relevant social issue in developing countries. However, public housing policies are not always considered effective by the different publics responsible for implementing this type of public policy, largely due to the different institutional logics adopted by each of them. This article aims to examine how competing institutional logics are managed to allow the feasibility of a public housing policy. This is a qualitative study, whose data were collected through interviews and participant observation, focusing on ventures of the Minha Casa Minha Vida Program. Results show that managing the work and interface of multiple actors requires special skills in dealing with conflicts, negotiations and leadership from agents to integrate efforts and implement public policy. Four dimensions of the coordinated effort were identified as critical elements that contributed to the implementation of public housing policy: rationality, policy, improvisation and management.
