This study aimed to evaluate the influence of absorptive capacities on the performance of Primary Health Care based on the Final Synthetic Indicator (ISF) in the capitals of Brazil in the years 2021 and 2022. An exploratory research was carried out with a documentary survey carried out with the 27 capitals of the federative units of Brazil. It was observed that in 26 capitals, the final synthetic indicator was influenced by funding with a positive magnitude and the number of teams with a negative magnitude, both significantly, while primary care coverage did not influence the variable studied. This analysis made it possible to associate the theory of absorptive capacities to understand the impacts on the strategic management of public policies and the financial resources applied. This study will allow the public manager to align resources and strategic capacities in public organizations, enabling the elaboration of plans based on effort and performance indicators that generate results and directly impact public health.
