SUSTAINABLE DEVELOPMENT GOALS 10 AND 13: CONTRIBUTIONS OF LAND REGULARIZATION TO THE REDUCTION OF SOCIAL INEQUALITIES

Land regularization in Brazil is one of the greatest historical challenges linked to the organization of the territory, due to the persistent concentration of land since the colonial period, which accentuated social and environmental inequalities. The research problem that guides this work asks to what extent, by what mechanisms and with what evidence the regularization conducted by agencies such as INCRA and INTERPI has contributed to reducing inequalities and favoring climate actions, especially in the context of Piauí. The general objective is to analyze how land policy can promote social inclusion, economic strengthening and environmental preservation, aligning with the Sustainable Development Goals, notably SDG 10 and SDG 13. The justification stems from the need for scientific evidence that guides effective public policies, capable of mitigating historical exclusions and promoting sustainability. Methodologically, the research is qualitative and exploratory, based on documentary analysis and institutional case study, with a corpus composed of legislation, INCRA and INTERPI reports (2015–2025), academic literature and international reports. The data treatment followed the content analysis proposed by Bardin, with social, economic and environmental/technological categories. The results indicate that regularization strengthens citizenship, expands access to credit, increases the value of real estate and contributes to the conservation of ecosystems, although obstacles such as the slowness of processes and institutional fragility persist
