Abstract

The aim of this article is to discuss the confrontation of poverty in Brazil through income transfer programs since 1988, emphasizing the advancements, continuities, limits, and challenges. The article is the result ofa bibliographical research from articles and other bibliographical materials, as well as statistical data, documentary research, and studies on the legal system, aiming for both quantitative and qualitative analysis. The study concluded that despite the progress and importance of income transfer programs as measures aimed at intervening in poverty during the period 2003-2016, especially in the first ten years, they were only supporting actions in tackling this issue. The main factors were the gains in labor income, the fight against unemployment, and precarious work. Another significant finding was that poverty resurged during the period 2016-2022, considering the fiscal adjustment measures and restrictions in public policies.
