Abstract

The problem this presentation addresses is lack of proficiency in the use of common language by scholar communities in all literacy issues. From early childhood development (ECD) centres, primary schools, high schools, college and university, learning’s objective is the development of competence in dealing with content curricula. The question addressed in this discourse in all its nuances is: How is ICT philosophy the bedrock for competence development in all learning?
The dynamics of information and communication are what keeps communities interacting meaningfully. Information in this situation is data through which meaningful engagements take place, and communication as the means of sharing that collected data. The technology is a standard operating procedure (SOP), a paradigm accepted by all users in that space for information and communication dissemination.
In order to build the fundamentals, the bedrock or foundation for the SOP, a paradigm, a perspective or a common philosophy are presented as rationale and approach for concordance and practice in the concerned communities. The common language used by all is that philosophical platform.
The lexicographers’ discipline is the tool to found that platform to enhance acceptance by all users. Since lexicographers are professional writers who compile and edit dictionary entries, review language development and the creation of update entries for online and print versions, their work is the basis for developing a competence framework for all learning.
The content, concept, context, logic and analysis (3CLA) elements, are used to enhance an information communication model with sound arguments, dialogue and objective depiction of reality. The skill developed in this platform enhances foundational competence, practical competence and reflexive competence for all learning users.
