Mapeamento para emergências com CBERS-4: Um exemplo de aplicação do sensor PAN
Satellite based emergency mapping (SEM) for the response phase aims to provide information for an overview of the disaster scenario. The overview could be used to direct rescue efforts and relief operations in the short time frame after the disaster, from days to few weeks. The type of satellite image depends on the type of the disaster, mostly optical ones, with radar images being used for flooding when cloud coverage would hinder observations. CBERS-4 satellite has four optical sensors, with spatial resolution ranging from 5 meters to 64 meters. In this paper, the capabilities of PAN panchromatic and multispectral sensor are analyzed to map affected infrastructure. The test case is an event of high winds associated with a storm that occurred in June 5th, 2016 in São Paulo State, Brazil. CBERS-4 PAN sensor images were obtained from acquisition dates April 20th, 2016 and June 11th, 2016. Since most uses of optical satellite images for emergency mapping is done by visual interpretation of damaged infrastructure, the main objective here is on the identification of damaged buildings and broken trees from a field observation of the area on October 9th, 2016 and from news and personal accounts about the event. CBERS-4 images from PAN sensor were able to identify damages to large buildings and uprooted and broken vegetation.
