Two common approaches have emerged from the literature on analyzing resource allocation problems. Methods that compare the total expected cost of investment options with their total expected benefits and optimized methods. These methods focus on choices, and not on a wide range of fundamental objectives of the decision-makers. Moreover, these methods usually fail to consider the residents’ preferences in the decisions. This paper proposes a new framework for resource allocation decisions in slum areas considering both stakeholder’s preferences - the community and the decision-makers. The framework is applied in a community to define the attribute resources and their periodization, and then, these resources are assessed by the decision-makers according to the available costs and future benefits from this investment.
