Abstract

This paper proposes a multicriteria approach to support public procurement decisions
sustainable development in the sanitation sector, based on a Systematic Literature Review (RSL)
and the application of the MEREC-SPOTIS hybrid model. The RSL, conducted by the PICO e
protocols PAPER, identified 28 studies (2005–2024) in the Scopus eWeb of Science databases, evidencing the scarcity
of research that integrates ESG criteria with objective weighting methods. To supply this
gap, a decision model was developed for the selection of critical equipment in companies
state-owned sanitation companies, emphasizing methodological innovation, data governance and sustainability
in the acquisition processes. The case study was carried out at the Japeri WTP, operated
by CEDAE, a mixed-capital company governed by Law No. 13,303/2016 and by the principles of Law
No. 14,133/2021. Three alternatives were evaluated based on ten technical, logistical, criteria economic and governance issues.
