STUDY OF A PROPOSAL FOR THE APPLICATION OF THE VALUE FOCUSED THINKING METHOD FOR THE IMPLEMENTATION OF TIER IV CERTIFICATION IN THE ARMED FORCES

In a global landscape marked by escalating conflicts, technological resilience in critical infrastructure has become vital for National Defense. In Brazil, there is a recognized need to expand high availability and system redundancy for the Military Organizations of the Federal Government. This study aims to structure the complex problem regarding the feasibility of implementing Tier IV quality certification in the data centers of the Brazilian Armed Forces. An analysis of the literature is conducted, alongside the concept of Value-Focused Thinking (VFT), to assess the feasibility of the subsequent implementation of this tool. The analysis highlights the technical redundancy requirement for the TIER IV level and the development of the Defense Industrial Base. The study examines the high implementation costs and the guidelines of the National Defense Policy. The main contribution of this research lies in proposing a methodology that integrates the strategic objectives of the State with rigorous technical infrastructure criteria.
