Engineering organizations face increasing challenges in prioritizing digital transformation projects under complexity, uncertainty, conflicting stakeholder interests, and fragmented data. This study proposes a collaborative sociotechnical decision-support artifact integrating Artificial Intelligence (AI) and multicriteria decision analysis (MCDA). Grounded in sociotechnical systems theory and Design Science Research (DSR), the artifact uses AI to transform unstructured information into decision-relevant inputs, which are structured and evaluated through MCDA and subsequently discussed through multi-stakeholder negotiation. Rather than replacing human judgment, AI supports data structuring, while decision-makers retain responsibility for preferences, trade-offs, and consensus formation. The proposed framework integrates technical, analytical, and social mechanisms to enhance transparency, consistency, and legitimacy in digital transformation project prioritization.
