Abstract

This work proposes an entire programming model that addresses the offer of complementary activities in public schools, prioritizing socially vulnerable regions. The approach considers the use of existing school infrastructures, such as sports courts, laboratories and multipurpose rooms, aiming to expand access to educational, sports and cultural opportunities without the need to create new public equipment. The model integrates criteria of territorial vulnerability, local demand, accessibility, operational capacity of schools and personnel costs, defining which activities should be offered and how demand should be allocated. As a case study, real data from the city of Rio de Janeiro, characterized by strong socio-spatial inequalities, were used. Different scenarios were evaluated and the results showed that whenever prioritization was considered, the service of the most vulnerable neighborhoods in the city reached 100% of the demand, an increase of 40.43% compared to the scenario where there was no prioritization.
