The transformations associated with Industry 4.0 and 5.0 have increased the complexity of production systems, requiring organizations to adopt not only advanced technologies but also to value socio-emotional skills. In this context, competency management becomes strategic, as the integration of technical and human skills directly impacts organizational performance. However, many companies still struggle to assess the maturity of these processes, affecting workforce and resource allocation decisions. To address this gap, this study proposes an organizational maturity model focused on evaluating competency management to support workforce allocation. The proposal integrates elements of Industry 4.0 and 5.0 with Operations Research practices to enhance decision-making. The research follows the Design Science Research approach, developing a structured artifact composed of maturity levels, criteria, and indicators. The expected outcomes include identifying competency gaps, classifying organizations, and supporting managers in defining improvement actions. The model also aims to improve operational efficiency and align human capabilities with technological demands, while contributing theoretically to the integration of organizational maturity, competency management, and Industry 4.0 and 5.0.
