Abstract

Property security in small commercial establishments presents vulnerabilities resulting from structural, operational, and planning limitations. In this context, security incidents often highlight weaknesses in protection systems, such as improper access to critical infrastructure and the absence of integrated preventive measures. This article aims to structure the problem of property security in small commercial establishments, in order to identify the fundamental objectives from the perceptions of different stakeholders. For this, Value-Focused Thinking (VFT) was applied. From interviews with different actors, a network of objectives was structured that reflects multiple perspectives on the problem. Three key objectives have been identified: to ensure people's safety, minimise financial losses and ensure continuity of operations. It is concluded that the values-based approach contributes to a more comprehensive understanding of the problem and to the development of security strategies aligned with organizational needs.
