Capacity management is essential for identifying inefficiencies in operations and tailoring efforts to organizational needs . To do this, it is necessary to define performance metrics that guide the criticality assessment of the operational deficiencies identified. In complex contexts, such as the peacekeeping and humanitarian missions carried out by the FAB, defining these parameters is not trivial. Thus, the study used the VFT method to explore the problem and define attributes capable of making such evaluations viable. The statement of the decision was defined: "To decide which are the most critical operational deficiencies, considering the perspective of the operational level of the peacekeeping and humanitarian missions carried out by the FAB, in order to corroborate the adequacy and readiness of the existing operational capacity". Through documentary analysis, 15 values were identified, later converted into objectives and measured in five attributes: "Accessibility", "Integration of information", "Trained staff", "Maintainability" and "Flexibility".
