Abstract

Brazil advances in the regulatory framework for green hydrogen (H2V) with Law No. 14,948/2024. Pilot plants are scarce and the national literature lacks analyses with real data, a gap that the experimental plant at UFMS represents. The Levelized Cost of Hydrogen (LCOH), the main indicator of feasibility, is influenced by the cost of energy. This work applies Binary Integer Linear Programming (PLIB) and technical-economic analysis to optimize the operating regime of the 100 kW plant at UFMS under the A4 Green Tariff of Energisa MS. The analytical solution demonstrates that not operating at peak hours is the optimal solution, reducing LCOH by 16.8% without any additional investment. The analysis of the tariff indifference point shows that the result is universally valid for all Brazilian distributors included in the A4 Green Tariff. The two utilization routes evaluated are viable, with a cost between US$ 9.35/kg and US$ 9.57/kg.
