Military operational energy resilience: a problem-structuring approach integrating VFT and Military Doctrine

Abstract

The increasing reliance of military systems on electrical power makes energy resilience a critical operational requirement in environments of high uncertainty and contested logistics. This paper structures an integrated value model for military operational energy resilience, employing Value-Focused Thinking (VFT) and doctrinal references from the Brazilian Army. The analysis resulted in 23 objectives, three of which are fundamental and twenty of which are half-objectives, correlated to the Terrestrial Military Doctrine (domains, principles, military capabilities and survival factors). The Middle-End Objectives Network explains how decisions about generation, storage, distribution, protection, management, and prioritization of loads relate to the cyberphysical survival of the energy system, tactical effectiveness, decision-making superiority, and the sustainability of the combat potential of the human factor. The framework also highlights the need for integration between technical and operational competencies and provides a basis for the future definition of performance attributes and for the evaluation of energy configurations.
