We investigate the prioritization of initiatives in strategic planning in public organizations, marked by the absence of explicit criteria in a context of multiple stakeholders and high uncertainty. We argue that this weakness compromises the alignment between formulation and execution, reducing the effectiveness of public action. We structured the problem based on the integration between SSM and SODA, showing that prioritization is a sociopolitical phenomenon, permeated by power asymmetries and informational fragmentation. We demonstrate that strategic governance, informational integration and responsiveness are critical dimensions to qualify the decision. As a contribution, we present a model that organizes perceptions into consistent decision-making criteria, strengthening strategic coherence. We conclude that the effectiveness of planning depends on the structuring of the problem, repositioning prioritization as the central axis of public governance.
