This paper addresses the application of the Complex Holographic Assessment of Paradoxical Problems (CHAP²) problem structuring method in the context of prioritizing infrastructure investment projects in a military shipyard. The method is characterized by its multimethod approach, the incorporation of multiple stakeholder perspectives, and the explicit consideration of paradoxes inherent to complex organizational systems, through the development of cognitive maps and conceptual and paradoxical models. Its application enabled a structured understanding of the decision-making process, highlighting weaknesses such as the absence of explicit criteria, low levels of formalization, and a strong influence of situational factors. Based on this analysis, improvements were proposed that combine the reorganization of process flows with the use of a multicriteria decision support model, contributing to greater consistency, transparency, and traceability in the prioritization process.
