Jet fuel uplift planning represents a central operational and economic decision for airlines, due to the high share of fuel in costs, price volatility, and regional differences in supply conditions. In Brazil, this decision becomes even more complex, since the effective cost of jet fuel may vary across airports as a function of taxation, fiscal incentives, logistics costs, commercial conditions, and supply contracts. This paper proposes a mathematical formulation for a dynamic variant of the Jet Fuel Uplift Planning Problem with contractual and tax constraints, applied to the Brazilian context. The formulation integrates an aircraft-leg operational perspective, associated with fuel balance, physical limits, and tankering decisions, with an aggregated airport-period perspective, aimed at contracts, costs, and supply. The model adopts a rolling horizon structure and distinguishes frozen decisions, decisions modifiable with penalties, and aggregated targets, contributing to formalize a still underexplored problem class.
