The multicriteria decision-making (MCDM) method aims to reduce conflicts among specialists in a major subject with many judgement criteria. It assumes that an acceptable solution strikes a balance between pros and cons by evaluating the similarity or dissimilarity of each candidate to determine the correlation and rank the best local choice. In complex contexts and operator-dependent, like government IT procurement, where purchases are analyzed based on cost-benefit ratio, budgetary constraints, compliance, technical requirements, high uncertainty, and conflicting assessment criteria make software selection a classic MCDM problem. The objective of this work is to use the VIKOR technique to develop a low-overhead analytical framework for analysing Government IT purchases. The study provides an overview of the method, describing the steps for calculating utility (S) and regret (R), which culminate in the index (Q) for ranking alternatives. Additionally, this method is incorporated into a workflow, providing a better understanding of its potential.
